The New Packaging Regulation

The Swedish Government has decided to raise the requirements for a more sustainable recycling strategy.
This means that several changes will take place within the recycling industry.

Starting on January 1, 2024, municipalities will become responsible for the collection of packaging waste.
In the longer term, this means municipalities will also be responsible for collecting metal, plastic, glass, and paper in close proximity to residential properties.

The reform also shifts responsibility to the producer when a single-use item is used to present a product to the market.
From now on, producers may only place packaging on the market that can, in some way, be recycled.


The Packaging Regulation includes the following objectives:

  • Promote the recycling of packaging

  • Reduce the number of packaging materials and the amount of packaging waste

  • Ensure environmentally sound and safe handling of packaging waste

  • Set concrete targets for material recycling rates through and beyond 2030

  • Integrate litter reduction into the regulation

  • Encourage increased use of recycled plastic in packaging, in line with the new targets
